not for personal gain, but can i just make my character look like an alien or whatever i feel?

Yep. It will get you banned if you play on a public server.

But not in a scrim or match?

THat's a good question Erad.
You would presume that since playing in a pub with modified skins will more than likely draw a ban, there are not rules ( that I am aware of, correct me if I am wrong) that specifically prohibits them from match play on a priv server.
But I think this line of thinking might open a can of worms.

By public, I think he meant one that's actively on the serverlist.

But I dont really care what I look like because I cant see myself, ppl moding skins is just absurd. Its not about you image, its your style the counts.

It is against the rules so don't even attempt to do it, unless you don't want to play anymore, or you are stupid and don't want to be responsible.Either way it's still a bad idea.SO DON'T DO IT!!!

It's not about seeing yourself, it's about seeing the other players. If you made the skin bright pink, you could see other people more easily.

I know but thats why skin modding is absurd, vic would you want to be more easily seen?

Skins are client side. Other players don't see them. Only you, which means you see other players better (or worse, depending on what you do with the skins).
