Probably your firewall or router, or both.  Make sure you forward udp traffic on port 27910 to the machine running the server, and also allow connections to it through your firewall.

You can.  It's usually better to run a listen server if you're going to do that, though (just start the game up and create a server from the menu).  Listen servers will not show up on the server list, though (except in LAN games), so they will have to manually connect to your ip address.

As for configuring your firewall and/or router.  That depends on what you're using.  You'll need to find the documentation for whatever you're using.  There should be instructions on how to open ports and use port forwarding.

Have him go to the console (hit ~) and type "connect <your ip>".  Go to www.ipchicken.com to find your IP if you don't know what it is.

Yes. I NEED help. where do I set my admin password? it says:
// ----------------------------------------------------------------------
// OPERATOR SETTINGS
// ----------------------------------------------------------------------

// Use "login password" at the console to obtain op status of said level
// Commands are restricted by level in commands.cfg

set oppass1      ""
set oppass1level 1
set oppass2      ""
set oppass2level 50
set oppass3      ""
set oppass3level 100
set oppass4      ""
set oppass4level 150
set oppass5      ""
set oppass5level 150

2. Whenever I leave, the server freezes up! How can I prevent this? ???

set oppass1      "mypass"
set oppass1level 150

Then type "login mypass" at the console.

I'm not sure why the server is freezing.  Could you give some more details?

That is all. I started a new server, and it stayed up as long as I was in it. when I left to go get help from someone, when I got back the server wouldn't allow me in.

And do you mean "set oppass5      ""
set oppass5level 150" or "set oppass1      "mypass"
set oppass1level 1"?

EDIT: It says I entered a bad password as well. I'm not sure whats going on.....

You may need to set numpasses.  numpasses sets the number of login passwords you can have, so if you have "set numpasses 5" you can have 5 op passwords, oppass1 through oppass5.  oppass#level sets the level of the login, 50 being your basic map changing capabilities through 150, which lets you change just about anything on the server.

For example:

set numpasses 2
set oppass1 "cat"
set oppass1level 50
set oppass2 "bear"
set oppass2level 150

If you type "login cat" at the console, it will op you in at 50.  If you type "login bear" at the console, it will op you at 150.

Also, if you're putting these in a config file, you need to make sure you exec that config file when starting the server.

As for the server freezing, how are you starting the server?  Is it a dedicated server?  If so, can you execute any commands at the console?  For example, try "map midnight" and see if it changes the map.

 I have a question relating to how the server list is updated with a servers IP address?  If you set up a server on a home system and of course you set your firewall and do your port forwarding correctly.  How do you get the server list to record the IP address of the outside interface of your home router as opposed to the IP address of the NIC on the server?

Is there a switch or variable in the config you can set with the correct IP address to use so that players can connect to the server via the server list?

add "set numpasses 5" to the config and see if that fixes it.

Where it is necessary to inscribe login??

Between each set of " " is where you must enter the login.
In the example config there are five unique logins for different levels of access.
There's a commands file in the config directory that outlines the required access level for each command.
