Title: What program?

I need to know the right program to use to do this:

I want make a file that has a screen shot of the over view of a map and has buttons or a place to click on the picture of the map.  When you click one of the buttons, they will then display information about the point on the map you just clicked.  What program will accomplish this?

This is close to what I want to do:
Yes it is Runescape, I used to play a lot back in the day but this is the best example I could remember (http://runehq.com/RHQCalcView.php?id=00778)

Well, that one is Flash, but you might be able to rig some stuff with html.  What exactly is this for?  We can help better if we knew.

You could do it with an image map in html: make a click on the regions popup some info.

Html will be easier then flash and it would look the same correct?

I have the most current version but your html idea sounds nicer.  I'll use DreamWeaver.

I got enough stuff on my plate that I am learning already.  I am making it with Dreamweaver using rollover images.  It is time consuming but then again, so is learning flash.  Thanks for the advise though.  When I am done, I will need to find a host.  I think the site will be only one page so hopefully I can find someone to help me out.

If it's just HTML, then people can render it in their browsers, just zip it up and upload.

Ook.  Thanks for the information.  I'll do that instead of pestering a webmaster for free space on their site.
