Is there a way to set up a dedicated server on a LAN without connecting to the internet?

Yeah, it's the same as creating a dedicated server for the internet.  One thing you may want to consider is setting the public cvar to 0 so the server doesn't try to communicate with on-line master servers.

Oh, ok. I knew that for Half-life there was a setting to keep it from contacting the master server but I wasn't sure about Q2 based games.
