What is the limit?  And at some point there was a feature vote for only taking into account visible locs (not sure if it's in the new feature vote system or not).  That way you'd only have to put a couple loc's in a room and it would take the closest one that didn't have any obstructions between it an the player.

I honestly dont know the limit just know there is one because I just put on way to many to count. Then after a while when I added them it just replaced the last one I added.

For build21, I see 768 as the limit. Are you really using that many? O_O

I was trying a new technique of spamming say blue high bd with locs labeled that all along the whole high bd using a bind :P

That's probably not a good way to do it. Try actually placing them in intelligent locations! :D

Even then, not really. You may have missed a corner or done them all standing, so someone crouching or in a corner you didn't cover may get the entirely wrong location.
