Is there a way to block access to public servers, but allow the connection of LAN games?

Yea turn off your modem. Or remove the cable going to the internet from your router.

The block list might support IP ranges. But don't quote me on that.

there is no cvar but u could put set public 0 or in config delete the setmaster line or block the port in online firewall

1. block it at a filrewall.
2. don't connect the server to the internet.
If you set public to "0", you still can connect to it if the ip address is known.

Are you trying to make your LAN server only accessible to players on the LAN, or make it so players on the LAN can only access LAN servers?

Sounds like lan can only access LAN. I would block the master server.

Blocking the master server will not prevent outside playersw from accessing server

They shouldn't have access to the lan server unless he forward his ports or has NAT setup.

If you don't want the server on the server list, just set public to 0 and/or remove the setmasters.
