Same by ignore,

You add one, he reconnect, unignored / unmuted.

Maybe a List:

ID - Name - Reason   ??

Client Side & Server Side.

I can see the reconnects in the serverlogs, so it seems like the server knows who has reconnected. He only need to save the ignore/mute status and update it after the reconnect.
