just downgrade back to xp. i had the same problem before i had vista then installed win 7. everything performs great exept for gaming. or just buy a video card.

Windows 7 and XP use about the same amount of resources, so that shouldn't affect it at all.
-
windows 7 takes more ram and cpu usage
-

aww ok

If it's eating up too much CPU, try setting cl_sleep to 1 and/or gl_swapinterval 1. If it's laggy, make sure you have the latest video drivers installed (download them from the manufacturer site NOT windows update - windows drivers don't handle OpenGL properly), and that you don't have any processes in the background eating up CPU.
-
yeah now i know it was compination of windows aero and non-fullscreen paintball 2 what makes it laggy
-
its nomore laggy:)
