there's always a server to connect to, it dosen't matter what time of day it is. Just keep trying to update or refresh.

Are your trying to connect from school or at home?
It seems like there's an issue with your router or firewall that's preventing you from seeing servers.

Your server connection problem is because you have the wrong address setup in the config file.

In your config file it should read like this:

seta serverlist_source "http://dpball.com/serverlist.php"

either your using an old out of date config file or you need to upgrade to the latest build.

You can find it on this site under:
   /files/clients/paintball2_build016_full.exe

It sounds like you're using an old version.  Grab the build16 update off of the files page: http://digitalpaint.planetquake.gamespy.com/files.html (the sf.net mirror is usually the fastest).  Also, "pinging broadcast" means it's looking for LAN servers.
