Title: Serversetting to limit the number of bots

We need a serversetting to limit the number of bots on a server.

We want enable the option to test or play a map with bots, but there shouldn't be too much bots to slow down our complete server (much bots + bad map = high cpu).

What's a good limit? 16?

16 is maxclients on the most servers. I think 4-5 are enough for our match servers.
