From the screenshots, just a little feedback, mainly because I think people that may use this program need help describing what particular things do in the config file.
Server Public Settings:
- Remove the Question marks, a checkbox is enough to give people the idea of what they're doing, and it just doesn't look right.
- Probably make it 'Public Server' instead of 'Public', just a little more descriptive.
General Settings:
- Remove the Question marks again.
- I know its obvious, but put a (s) next to timelimit and etc, to show its in seconds.
- Describe what each of the sv_login and autobalance values do, as you still see on the forums that people do not know what each does (i don't know what the autobalance settings are)
Other Settings:
- Look, I don't know myself either, but if most people looked at the 2 types of logging, they'd ask themselves what the hell. Probably as with sv_login and autobalance, describe what each number does.
- Download Max Rate, put the (kbps) next to it, just for more information for people that might be new to this.
Also, the 'Extendend' button confuses me, what does it exactly do, because its in all 4 tabs. And the question mark again...

- autojoin, sv_login etc. have a mouseover info.

Also, i now see it's extended, it's just spelt wrong in the program, 'extendend'. Also, I see what you mean by it's not in a tab, but since it seems to only affect the 'other settings' tab, maybe make it only appear there?
I'll download it later today and have a play with it.
edit: oh and frag limit isn't in minutes :p

Could I use this for creating LAN servers? The ingame one doesn't have a lot of options.

Yeah you can, but you'd have to start the server using the config file created by the program. Any updates ic3y?

On the other hand, this doesn't come with tons of extra stuff and pdcp branding, and who knows, might even get a source code release.

Moving this to the server section and setting it sticky so server admins are more likely to find it.
