Title: FEATURE: In-game file sending to other players

this would be good feature in the game. we can share demos and zip files with others while playing the game.
but also put a accept or reject option so that someone doesn't get pinged by downloading files he doesn't even want

Nope -1 Possibly crash the server.. More Latency etc.

or add a client in game that can send files anonymously(not through server) to players that are online

I don't think you can send files anonymously AND not through the server.  If you send files directly, it's not anonymous -- people will get your IP.  If you send files through the server, that can affect the performance of the game for everybody.  Why do you need such a service?
