2) We will be blocking all IRC traffic by blocking both port 6667 traffic and placing a discard rule on IRC traffic on our packetshaper. By doing this we hope to prevent remote control of compromised computers and hopefully slow or stop the occurrence of DDOS attacks.

Same thing happened at Clemson for a while. They got it back online, though. There are a ton of irc zombies around that let script kiddies take control of newbie's computers.
At least your school bothered to inform you about it instead of just cutting it off with no warning.

It's okay, it's given me an opportunity to actually use my linux box (to provide oddjob with a proxy). I don't think it's actually seen this much use ever. (And it's only running shell + irc)
