Did you try this route: https://www.paypal.com/us/cgi-bin/webscr?cmd=_complaint-view then click "Contact us" at the bottom (https://www.paypal.com/us/cgi-bin/webscr?cmd=_contact_us) then you'll see this:

Merchant Technical Support

If you have any difficulty in integrating PayPal on your website, open a Merchant Technical Support or call us at 1-800-852-1973 Monday through Friday between 8:00 AM CST - 9:00 PM.. 

Even though you're not trying to integrate PayPal on a website Call 1-800-852-1973 and try to get a live person who might be able to answer your question or put you in contact with someone who can...

That would piss me off a tad...  Have you done anything that is against the License Agreement you accepted when you signed up on paypal?

Your services fall under the "Labor" category and like you said there is no way you can provide "proof of inventory" on Labor.

Hopefully there's not a clause in the License Agreement against Labor

If not, Make them lick your bawlz!! LOL

That's kind of disturbing that they can just lock an account that has real money in it.  I guess I can see why so many people are anti-paypal.
