LMAO P!nk!!! :D
This is perfect for most questions asked about servers.

But that only helps if he wants to make a server but he wasn't specific so we don't know what he is talking about.

Is public set to 1 in your config file? And are you behind a firewall, router, etc?

am behind a router

There's your problem. Solution: Portforward.com (http://portforward.com/)

how do i do this part what are the numbers

Enter the name of the program into the Application box. It doesn't really matter what you put into this box, but something that will remind you why these ports are being forwarded would be a good idea. If you are forwarding a single port, enter that port number into the Start and the End boxes. If you are forwarding a range of ports, enter the lowest number of that range into the Start box. Then enter the highest number of that range into the End box. Use the Protocol drop down box to select the protocol type of the ports you are forwarding. Enter the ip address to forward these ports to into the IP Address box. If you are forwarding ports so you can run a program on your computer, you should enter your computer's ip address into that box. Put a checkmark in the Enable checkbox.

27910 for all of those, and check "UDP" instead of "TCP".

For application just type Paintball to make it easy.

For Start and End put 27910

Keep protocol the same.

Run ipconfig to find your exact IP.

And then click enable.

You might want to try forwarding the ports through you firewall too. And if your firewall is like mine, you should grant Paintball2 full server access.

how do i go along doing this
ok i added the port to the firewall even tho it is down

I'm not exactly sure because it depends on the name of the firewall.
I have McAfee and I forwarded the ports on the firewall and granted Paintball2 server access and my server began to run smoothly.

Go to Conrol Panel and click on Windows Firewall. Then click on the Exceptions tab. There you need to look for the Add Port and Add Program buttons. From there on it is pretty easy.
