Its started happening recently, but whenever I go on some particular maps, certain spots in the map will lag out badly. I brought the fps thing up, and at times it said i had 1fps 0_o its not isolated, cause it happens in every server, and multiple maps, but its only been happening in the last few weeks...

Try these things:
cl_locknetfps 0
cl_maxfps 0
gl_swapinterval 0
Those will raise it up some.
And to raise it up more use this program (http://www.pcworld.com/downloads/userreviews/fid,23077/userreviews.html). (Give your thanks to Jigsaw for finding it :))

ah ok, i know this is dragging the topic back up but deal with it, the solutions kilo gave, fixed the problem, i was happy, it worked, THEN it started again o.o, so i tryed the program, it made it worse, i reverted back to original settings with the program, but it was still laggy like before i used the program... any help?
-
try it again
-
i did, no help

Try running it in a window and bring up task manager to see if there are any other processes using up your CPU at the same time. "set cl_sleep 0" might help some, too. Also, which parts of maps cause the poor framerate? Can you take a screenshot of an area where you're getting 1fps?
-
ha ha, unfortunately i cant post those screenshots, cause cl_sleep 0 seemed to fix it, =P thanks jitspoe
