I made one with what I believe is a transparent background and red and blue textures. But it just shows up like this: (http://i233.photobucket.com/albums/ee2/nopyo/sshot000.jpg)

I don't have anything that can open PCX, but it looks like you're just painting stuff black/erasing it instead of making it transparent. What image editor do you use?
(Also: why do we still use PCX formats? Why not TGA or something? PCX is all old, and about all that supports it is PS or gimp.)

I use InfranView, it allows me to select the color that I want to be transparent. I can convert it into a TGA but the game rejects the "type" of TGA , it only accepts type 2 and/or 10 (dunno what type I have). Attached a .tga version.

Download the photoshop trial version from www.adobe.com.
It's way easier to mess with cross hairs with that :)

Irfanview TGA </3 DP, use GIMP.

Umm Viciouz.
Photoshop is at least 10X better than GIMP. Even though GIMP is free.

GIMPs interface is also really, really horrible. It seems to me like they just kinda threw everything together. :P

I got GIMP, but I can't figure out how to make it transparent.

Just draw it again on a completely new canvas. Or right click and set black as the alpha channel.
