Yes they are brighter, but this is mainly about black equalizer. If you raise it to max. it will make dark spots easily visible, grass will be brighter and player model because it's blue and red stays the same. .....
As rocki already stated
If you change the brightness on your screen the player model will get brighter too and have the same colour as the barrels.
With sunman's textures that won't be the case. The player will have a darker colour than the bright barrel and you have an advantage to spot him.
With official textures you can't modify your monitor to highlight only a blue player who is standing in front of a blue barrel (because they have almost the same color) or at least to a very limited extent. With sunman's you would be able to do that pretty easily, since there is such a huge difference in color saturations. And that's just one of the examples. Sunman's (and most of the other packs) modify the way the game 'highlights' players on a map. Be it easier or harder to spot, you are still modifying something very crucial to the game, which shouldn't be possible.

Also, there is a reason why CS:GO doesn't allow external textures in official servers. First off, because mappers can rely on them (and that is by far the most important argument imo) and they knwo for sure that their map will always look consistently. The same applies to PB. Secondly, because an advantage some of the packs would offer would be highly personal view and it could stir a lot of discussion inside the community etc.

Summed up:
1) Reliability for mappers
2) No room for discussion (even though we are talking specifically about sunman's, once you allow one exception, others will want their exception as well)
3) Everyone gets the same game with exactly the same color balances and 'color interactions'

You should try some external application to limit your fps, there is plenty of those out there, quick example: Nvidia inspector, Rivatuner.

Most likely an issue with PB so an external app could allow you to limit your fps to a specific number.

Using borderless or fullscreen? Probably nothing to do with that but still, could try both modes. Borderless is not a option you can select, the .exe has to modify to turn on the borderless flag, but windowed mode has the same effect.

You could also try using vsync, but imo it's kind of buggy in PB.

Also, is there a specific reason you want 300 FPS? Generally speaking, going lower to like 240 FPS shouldn't be noticable much (no idea about PB). Basically, try lower values, see for which ones it works.

Lastly, you can most likely cap your FPS with nvidia control panel (or amd) or by using some external tool.

Too tired to even attempt to google any of these, just throwing ideas out there. gl, leme know what worked/progress.

My guess is it comes form the word "twos". As to why would you call a match "twos" is kind of beyond what I can explain in terms of grammar, just a feeling that it would be generally understood and could probably be used as a substitution to 2v2.

Just posting for awareness. Not saying whether it's true or not, but quite few people reported their TV being breached (details in comments on reddit).

TL;DR
You might want to consider uninstalling TeamViewer for some time, until it gets sorted out, possible security breach.

EDIT:
Changed title so the words 'teamviewer' and 'hacked' are visible from the main forum menu, even tho the title is pretty dumb like this

There is no motivation, at all. New players play this game, learn the basics (tutorial) and join the server. Then they will either get tired of getting their ass kicked or actually try to improve and get better. The 2nd option is most likely not going happen since they have no idea about any sort of competitive community unless they really try. Relying on IRC is dumb, forums are dead and there is 0 to none new content and the official site is as dull as it can get. For new players to actually stay with this game, there would have to be content created by skilled players shoved into their faces constantly reminding them how good they can actually get in this game.

If new player wants to get into competitive scene, he has to blindly search the forum in a hope he will actually find something and ultimately might stumble upon the global gamers irc. This is a lot of work for someone who doesn't even know if this game is competitive.

To get new players aware of competitive part of this, you would need to rework this page from scratch, add featured videos and get someone who would moderate it and update content. Get twitter, facebook page and start posting content there as well. Doesn't have to be minutes long frag movies, just 30 minute clips with few shots, tutorials, anything. Ofc this requires people willing to do it and dedication to keep creating this content.

In short, imo the main problem is lack of content and any sort of promotion of content or community.

Yes, Germany is GMT +1. So if you would want tourney to start 10 am your time, it would be as follows:
GMT +1 (CET): 17:00
GMT +0 (GMT - apparently this is what is used):16:00
GMT -5 (EDT): 11:00
GMT -6 (CST): 10:00
GMT -8 (PST): 8:00

Well first you would need to specify an actual timezone, I have no idea what your forum time is (I changed mine, so not sure which is default). Or just tell me what country are you from and I can just give you other country's timezones conversion like CET, PST etc.

Not sure if it was me, but this was an issue before. In some past tourney, nobody thought that going by forum time is a problem up until it was too late. I think the default forum time is GMT +0, but you can definitely change it.

GMT +X means that you add X hours to the GMT +0 time to get 'correct' time estimate.
GMT +0 is Greenwich London (more: https://upload.wikimedia.org/wikipedia/commons/e/e8/Standard_World_Time_Zones.png)
Also, most of the timezones have a name, for example CET - Central European Time = GMT +1
So if we have 12:00 in Czech republic (which is in GMT +1) then the GMT +0 time is 11:00

It gets kind of complicated when you have to take summer time into account, but w/e. You can basically just pick a timezone and say that the tourney is going to be in that timezone (preferably probably your local timezone, since then you get an idea of when it is gonna be). If you want, I could then just 'calculate' the other timezones.
