Where do I report players who keeping blocking the way in jump maps on purpose?

I have a demo and this person refuses to move out of the way and I can not play the jump map. Is there any punishment for this?

Well, what was the server ? Because, If the admin check the forum, he could do something about it, but then you would need to link the demo. But i don't know if they would do something about chldish behaviors.
