Its cos they give the people who book the server full ops and they can kick, ban, viewgib (at least i think) and all sorts.

If its a temp ban, there was a message like "User [GT]Loial21 temp kick banned for 666 minutes".

Why don't u just make it that the ops just map change.  Its what all of the other servers have.  Although having a kick function would be nice if u say the details on a public server and idiots come over and join and mess up the scrim/match. But then again they could come back so whats the point?
