Try the Public Server Trouble shooter and paste what it says in here.

Actual user IP address: Same as provided IP
RCON password provided? no
Run at Fri, 06 Jun 2008 07:18:46 +0000

TEST PROCESS
===================
> Checking if 60.229.35.109:27910 can be connected to...
>    Writing to socket: '\xFF\xFF\xFF\xFFstatus\n'

RECOMMENDATIONS
===================
* Your server may not even be running; try connecting to it on this computer: run /connect 127.0.0.1:27910 in console
* Your server's port may not be forwarded; make sure you forward your ports for UDP port 27910 (and make sure it's set to the right computer address)
* Your server's port may be firewalled; make sure you allow port 27910 through your firewall

Type in console "name jassinlive" and then try connecting. And Don't use the quotes.

You have to login on the server (login password) and use cvar_set var value to change variables from the console. For the password, you need to have changed that in myserver.cfg (the oppass# stuff).
