New people should be able to make clans, thats how I started playing this game. I made -s2k. clan before I knew about IRC or Vent, in fact it was basically my first clan besides a day in Silent Ninjas. Once I did make a clan I realized I needed an IRC channel to get matches. Once I got matches I realized I needed a better way to recon. Making a clan brought me to IRC and prompted me to get a Vent server. I think, perhaps, long inactive clans should be deleted. Then again, we might not be able to see former clans if they were deleted and we would all miss laughing at the pro clanhoppers.
