Possibility of locking cmd rate?

Since people changing their cmd rate to make themselves lag is becoming pretty popular now would it be possible to lock that number in future versions?

Also, what if your base only offers one ISP, And its a reason I lag, how could I go about fixing that?

Is there also a way to block all computers from the servers that don't have at least a dual core computer with 2GB of ram and a 256mb video card?

Jits should put in code to throttle everyone back even with the slowest machine and connection.
