Aliases: If you want to play anonymously, most pub servers don't require login, so you can just use any non-registered name.
Multi-clanning: If the community as a whole wants to allow people to be in multiple clans, it's trivial to set the login server up like that.  If they don't, isn't it good that the no multiple accounts rule is enforced?
Avoiding bans: Obvious.
Accidental: The committee reviews each multi-account case to try to determine a fair course of action.  Some cases just get accounts merged and a warning.

Now, imagine day 1 of the DPLogin system if there was no rule against multiple accounts.  How many people do you think would sit there and register account after account to do various stupid things like:
- Steal every common name they could think of.
- Make a clan with a huge list of members.
- Hoard all the low-number login ID's.
?

As for other games, most of them have accounts tied to a CD key or a similar link between the purchased copy of the game and the account.  Unless you buy 500 copies of the game, you can't register 500 accounts.  This also makes it easier to just ban an account, knowing players will have to purchase another copy of the game.
