No offence Kyuuchi, but it's the first tourny he has run, and he's doing it over IRC. He posted on forums for awareness. They have a bot which answers every question, they are actively in their channel to answer any other questions. It's really simple to run a tournament, don't need forums. He wants IRC clans, thus running it over IRC makes most sense. He rarely gets on forum, and isn't running it based off forums.
If you were participating in the tournament you would see, although it's not amazingly set it, it's not that bad. They probably didn't state stuff like, server settings because they thought it was self explanitory that it's regular settings. Orrr brackets because no1 has real brackets up till like an hour before the start. etc...
