probably because both accounts will be detected on his PC, and the "yeah-it-was-my-friend-on-my-PC-excuse" is as famous as the "my-brother-excuse" :)

Sorry for double posting but just to be clear.
If my buddy makes an account at his place, then plays on my connection with me (at the same time obviously, quite quickly you'll realize that it's not me) that's perfectly fine right?
Nobody could give me a straight answer and I'd rather be safe than sorry.  ;D

The rule is one account per person.  As long as he's the only one using the account he created, it doesn't matter where he uses it.
