S4NDM4NN, I'm sure there are probably some other settings I could change to make them higher ,but I really doubt I would be able to tell a difference.

I just did that cl_locknetfps 0 command and now im doubling my fps.

Yes but it probably doesnt show a difference in game-play.

Am I wrong or are there other factors in how high your fps are than just your video card?

There are lots of factors.  Most of them are quality vs. speed tradeoffs.  Things like resolution, antialiasing, texture filtering, texture compression, bit depth, etc. can impact the framerate.  Features like reflective water have a large impact on the framerate, too.

No, I'm saying I could probably change some things to make my fps higher, but I'm not really worried about it because I wouldn't be able to tell the difference. I don't know though I might try to do it sometime.
