Trouble getting into severs

When I try to enter servers like OTB SPEED, the server fails to upload and just keeps saying connection refused. Anybody know why?

What does the message say underneath? It might say something like "New build needed"
.. anyway, to fix, go to Downloads and download the latest build-update. :)
