Add the bans to a server and type "writeip" in the console. It loads the file on a server restart, so normally you should write the file each time you add a ban.
You can copy the file to each config folder and restart the server. Maybe there is a command to load the file (like the maprotation), so you don't need to restart the server. I don't know it atm.
