Recon can happen when you're alive, someone sees your location (either by spray or actually seeing you), and they report it. I actually use recon while alive a lot in almost every game. Also...its airtime, you constantly know where everyone is, by the common spots, and by where they aren't. I saw Ij having clear shots on levo players, and mysteriously not taking those shots, instead they sort of raided in together.
