I would like to run a windows based server but only see linux server version and windows client. So my question is the windows client also serve as the server or am i missing something?

Yes. The windows client also doubles as a server. To make it run as a server, run it at the command line with +set dedicated 1.

That's slightly outdated. The server will add itself to the list automatically if you put +set public 1 before the +map.
