So people in jail can jump down? Can they get out by pushing that grey button?

Somebody outside of the jail has to push the button in order for them to escape.

But when the people come out of jail there kills wont count?

When they escape jail, there's a special entity that turns them back into live players.

I don't believe the map source file has been released.  You'll have to talk to Hobo (aka Krewzer), since he's the one who made it.

The .map file was released at the same time as the final build. I thought I had a hardcopy backup of it, but can't find it. If someone has the routez_final.zip file I'd like to get a copy of it also.

Routez_final.zip was just a bsp.
There's a file called routez_with_map.zip or something similar, THAT has the .map with it.

Guess I was wrong.  I remember seeing the map, but I wasn't sure if it was something you gave just to me or put in a public release.  Are you releasing it under the GPL?

Yes, the GPL release was in the routez_with_map.zip.
