I'll probably use q3bsp as a base, but there's some stuff I want to add/change.  To name a few:

- caustics maps
- deluxe maps
- LOD geometry (or does it already support this?)
- client-side effects (may already support this as well)
- Modular format layout, so new features can be added without breaking other engines.
