Punishment for "not accepting a challenge"

Some days ago i heard about some punishment, probably removing points,that come into effect  if you dont accept a challenge of a challenger who is 10 positions (or closer ) up to you.

I challenged xyz on Jan 31 14:25 EST.

Im pretty sure he´s around.He also rejected a challenge of me when i was 10+ positions behind him.Now he´s just  afraid to play, and getting his first loose into  his 4 - 0 stat (which isn´t requitable, more or less.)

Can someone enlighten me?
