[Tweak] Forcejoin players not to dead teams

If i use "forcejoin all auto" on a three/four team map, it shouldn't switch players to dead teams in the round.
But the command should switch them into each team between two rounds or before the first round starts.

Forcejoin takes effect immediately.  If it waited for the round end, it would never switch players in situations where the round doesn't end (*cough*speed server*cough*).

And that is good. It shouldn't wait to the end of a round.
Maybe this is easier to understand, what i mean?:

Now:
I type in the command "forcejoin all auto" and...
... we are in a round, it switch players to all teams.
... we are between two rounds, it switch players to all teams.
... we are before the first round starts (like warmup/waiting time), it switch players to all teams.


New:
I type in the command "forcejoin all auto" and...
... we are in a round, it switch players only to active teams. If a complete team was eliminated, it doesn't switch a player to this team.

This sounds like a scenario that only happens on 4-team maps.  In any other case, if a team was eliminated, it would be between rounds.  I think the issue is that the gameplay rules for 4 team maps need to be revised.
