Partition Editor?

In the past I've used easus's
http://www.partition-tool.com/
to edit partitions.
With my 64bit system, the free version does not work any more. Does anyone know of another free partition manager (that can edit partitions 'live') that I can use?
Right now I have a random partition in My Computer that I can't even open cuz it says its 'too small' LOL, so I'm looking for an editor to easily move it back to my C: partition. (without having to create a boot CD or junk)

...just make a gparted boot CD. It's really not a pain at all. Hell, with the right tools, you can make a gparted boot USB stick.

Knack: all those are boot other than easeus :/ I decided just to check it out on disk management. The partition in question is F:

1. How did it get there :/
2. Why is it RAW :/
EDIT: I decided to just delete it, its only on my storage HD, and I don't feel like going through the pain.
Eii: didn't think of a USB boot. If I ever bother to do it now, I'll boot from USB
EDIT: edit: just noticed my storage drive isn't paging either
