Problem by creating new Public-Server

Hi I am at it to create a new Clan-Server but theres a Problem,
the Black Console start says round started left in match 20:00
thats ok so far but my friends can't see that server and i don't know why!

pls. Help ???

1. Welches Betriebssystem ?
2. Von zuhause aus oder extra Server ?

3. Ports geöffnet ?
