I think it has to do with the nature of the game.  Experienced people can move around so quickly that new players either assume they're cheating or simply feel the need to cheat to keep up.

I think any free internet game is sensible for idiots who just want to annoy other people by cheating.
Apparently the speedhacks are pretty easy to get... using them will result in a ban though.
