Forced server lag?

According to Shk and all his lackeys we force his team to lag from some server side command.

Is it even possible to force packets or similar to a client from a server side command?

It is possible, but not with a command. You need to run external scripts on the server. It's the way, how the welcome message for a new player from sk89q's serverwatchdog works.
