i have set up a server it wont be dedicated yet but i hope it will by christmas it can only hold 8 people at the moment but i hope for it to hold at least 16  however i understand that i may not be able to meet the minimum requirments

i ask experts whether
300 mbps would be high enough and if there are any other factors to consider before attampting to make this dedicated server (i am pretty sure there will be) i obviously want to set a server up if i cant support more than 8 players

Your upload bandwidth is the main concern.  Do a speedtest at www.speedtest.net   
 Each player uses about 3-5kb/s if I remember correctly

Ping was 67 (the last time i went to the nearest server that it connects to i think it took about an hour to get there)
download 6.82mbps
upload 0.62 mbps

0.62 mbps = 77kb/s  
If the only thing using your internet was the DP server you might be able to set maxclients to 16.
Realistically you will probably only be able to have 8 - 14 players without lag.

What about people downloading a map, should he cap the download rate for players or will it be okay?

His DL isn't bad... it's probably fine since he'll probably run maps like ub_cliff that everyone has anyways

It is the only thing using it thanks superman and I think I might put a vote on what maps to put on but like you say most will be popular maps

His DL speed is not important.  Let's say that the map playing on his server is shock.bsp.  If I don't have shock.bsp and I connect to his server it will request a download.  This means that his server will be "uploading" the map to me.  His download speed is irrelevant.  Upload is all that matters.
