I have heard others say that he has multi accounts and the IPs match up.

Clipz told me on ts3 that I don't need to post anything, but that the guy is a multi account. Then jitspoe investigates and sees that he is a multi (same ip etc) and bans.

Do you have any evidence that he currently has multis?  He did in the past, but that case has already been taken care of.
