I need a list of all the normal match setting commands for my home server. Examples include no flag caps end round, guntemp off, choosing your own teams, etc.

The third mentioned setting:

elim
Time (in seconds) players stay eliminated before reentering the game.  When set to 0, they stay eliminated until the round is over.

that doesnt change a thing

Elim is not the wrong setting, I guess you did not change the server setting but your local one instead. I suggest that you read through basic tutorials on how to set up a server and try to understand what each step does because your questions show that you don't. When you understand what happens when you start your server, you will not have to ask questions like "How do I make my changes permanent?".
