If you don't know, the GIMP is a free image editor for Linux and Windows. http://gimp-win.sourceforge.net/

Dev-C++ project and source code for the Windows port: http://www.qbism.com/files/resynthesizer-for-Windows-src.zip There are several dev packages needed to compile which are not included. GIMP, GTK, Panda, etc. Look at the includes.
