I figure I'm on a roll, so why quit now? Anyway, how do you up your userlevel on when playing dp? You need a level 150 to kick others, how do you get up to that level? Or do you have to be the server admin or something? I'm not sure. Or does it link with your account on this site? Sorry about all the noob questions lately, I'll try to lay off.

You have to have any specific access granted by each individual server owner/admin.

Oh, thanks; and why does it always say: "connection refused; bad password"? That always ticks me off. Is there anything I can do to prevent that?

Those are servers that have passwords set up on them.  Most all "match servers are setup with passwords or you use the many tools at your dispense to attain the use of those match servers for your matches with other clans.  With these tools you setup a password and a map changing login.
