From what I've seen the IPs are very different, it is possible I guess...  I assume you're asking because of the Nitr* in the names?

I am guessing because of the names used. Nitro, and oxide. The other guy just used Nitrooxide, but who's to say it's not just an ip change?

The IP doesn't look like it's from the same ISP, but the reverse DNS doesn't resolve, so I can't tell for sure.  He could be using a proxy, maybe.

I saw the names and instantly thought of that. Is there anyway you can double check ip's or proxies to make sure it's not the same guy?

Even if it is the same guy, they're both banned, so I'm not too worried about it.
