Is there a software that can do this?

My friends and I often ourselves in heated debates online.

Is there a chat program that can:

1) Have everyone enter a chat room
2) Close and lock the room
3) Have people speak in turns (you can only speak when it's your turn, and the speaking order is based on who enters the room first)
4) Have the option to Pass if you don't have anything to say
5) Ability to vote-kick

Anyone know anything like that?

I don't know too much about IRC scripting, but it's probably possible.  I don't know of any program that has this as a main feature, but it wouldn't be that hard to code.

You could certainly have a bot on IRC that would do this.  Just put a key or limit in the channel so nobody else can join, set the channel so only voices can talk, and have the bot cycle through users and +v them.  Lore and butta might even be willing to build something like this into Chanserv.
