I assume you mean a client-side option.  I think this is available server-side, but I disabled it by default because it was really spammy.

I would say enabled.

1) Newbies don't know why the same player can have different names. If they get a warning someone changed their name, it might help their understanding
2) The people who consider this a warning disturbing, are most likely also the ones who know how to disable it
