I'm 99.9% sure on this one.

perfectaim: ID 39076, perf3ctaim: ID 39077.

Most likely a foreigner with technical issues. No need to ban. Just thought that people should know and maybe keep an eye on this guy, and maybe delete the inactive account when possible.
