is modifying a crosshair to your preferences or making your own corsshair modifiying content? cause i wanna change one but i dont know if it is allowed or not?

you can change those, they don't give you an advantage at all. It's like modifying HUD numbers, it's all personal preference

kk ty now anyone wanna tell me how to change em? i wanna make #11 black or green or sumthin so i can see it better, white gets lost in bright parts of maps

"paintball2/pball/pics/ch11.pcx" (might be .tga) is the one you want to modify.
