It says it requires quake above the tools folder so I renamed paintball (the pack Vic linked) to quake nothing but I dont think it wants me to install.

That happens when you have poor drivers. So, no it isn't.

For me it worked on Vista Ultimate 64bit.

no, sadly. thr ioquake3 dedicated binary doesnt send heartbeats :-/
